There's always a reason why dogs bark, and it's not always because they're angry or there's a would-be burglar nearby. If your dog just won't stop the barking or whining, put yourself in his position and ask yourself “why is he doing this?”. Once you've figured out the reason for the problem, finding a cure is usually really easy.
